How do I get a Driving Licence?

After completion of the thirty days of Learner’s licence, an individual may apply for the test of competence to drive.The application has to be submitted to the concerned RTO who is the licensing authority. The different RTOs within greater Mumbai are situated at RTO Central (Tardeo), RTO East (Wadala), RTO West (Andheri) and RTO North (Borivali).

Documents Required

  • Form 4 (To download this Form click here.)
  • Learner’s licence
  • Three copies of recent photographs
  • Proof of age and address as per Rule 4 of The Central Motor Vehicle Rules dated 1989*
  • Driving school’s certificate which should be in Form 5** for all transport vehicles
  • All valid documents of the vehicle on which the test is to be conducted

 

*Rule 4

“Evidence as to the correctness of address and age.—Every applicant for the issue of a licence under this Chapter shall produce as evidence of his address and age, any one or more of the following documents in original or relevant extracts thereof duly attested by a Gazette Officer of the Central Government or of a State Government or an officer of a local body who is equivalent in rank of a Gazetted Officer of the Government or Village Administration Officer or Municipal Corporation Councillor or Panchayat President, namely:

  • Name in the Electoral Roll
  • Life Insurance Policy
  • Passport
  • Pay slip issued by any office of the Central Government or a State Government  or a local body
  • School certificate
  • Birth certificate
  • Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon, as to the age of the applicant
  • Any other document or documents as may be prescribed by the State Government  under clause (k) of section 28

Provided that where the applicant is not able to produce any of the above-mentioned documents for sufficient reason, the licensing authority may accept any affidavit sworn by the applicant before an Executive Magistrate, or a First Class Judicial Magistrate or a Notary Public as evidence of age and address.”

Test Procedure / Points:

  • Adjust rear view mirror
  • Take suitable precautions like fastening of seat belts etc before starting engine
  • Move safely and smoothly straight ahead
  • Change quickly to lower gear when the traffic conditions warrant such change
  • Change quickly to lower gears while driving downhill
  • Stop and restart on steep upward incline and make proper use of hand brakes and the foot brakes without rolling back
  • Overtake and allow to be overtaken while giving appropriate signals
  • Give appropriate signals by hand or by electrical indicators
  • Change the lanes using proper signals
  • Stop the vehicle in case of an emergency
  • Use of the reverse gear while driving the vehicle backwards with reasonable accuracy
  • Take correct and prompt action at signals (Traffic signs, signals, policemen and other road users)
  • Drive cautiously at pedestrians’ crossings giving preference to persons crossing the road
  • Keep well to the left while driving
  • Regulate the speed to suit varying road and traffic conditions
  • Demonstrate control of the vehicle by confident steering, smooth gear changing and braking as and when required
  • Make proper use of rear view mirror before signalling, manoeuvring, overtaking, turning to right or stopping
  • Make proper use of accelerator, clutch, gears, brakes, steering and horn
  • Anticipate the actions of other road users
  • Take precautions at intersections & road junctions to adjust the speed, proper positioning of the vehicle , use rear view mirror & avoidance of cutting right hand corner
  • Concentrate on driving with attention & presence of mind

 

A person is granted the driving licence after successfully passing the test of competence to drive. If the person is unable to pass the said test then he or she may appear for a re-test after a period of seven days.
