Lots of mosquitoes near my house

There have been a lot of mosquitoes in my home lately, even my neighbours are complaining of this. Last week two people from our locality fell sick with malaria.

There are a lot of empty buckets and broken plant pots nearby where water has collected and I think that mosquitoes are breeding there.

There is also an old water tank that is not used any more, and has lots of flies and mosquitoes flying around. We can see things floating in the water but do not know how to get rid of them.

How can I get rid of these mosquitoes, and how do I get a fogging machine to come to my area?
